Change is a very normal part of business:

• Businesses frequently "tweak" things after initial startup, once they better understand their business and clientele.
• They also need someone to take care of the small annoying things that break and need fixing.
• Most businesses rearrange their displays, put banners in the window or make other efforts to keep their stores vibrant and fresh looking and to generate interest in special promotions.

All the above is also true of a web site - someone needs to handle changes and keep the site running smoothly. Most visitors won't return to a site where they had problems and couldn't contact anybody. Accordingly, most site owners hire the services of a webmaster to handle these issues.

Search engines periodically change their criteria for listing and prioritizing site listings. When this happens action must be taken to preserve or improve a site's search engine positioning. Frequently, this work is also done by a webmaster.
